Enacts the omnibus motor vehicle no-fault insurance fraud prevention act; requires arbitration of no fault disputes; allows individuals whose reports of fraudulent insurance activity result in a successful prosecution to receive a limited monetary award from any proceeds for an action brought by the attorney general or local district attorney; provides discount in no-fault premiums in certain instances; establishes an independent office of insurance consumer advocate; imposes penalties; makes related provisions.
