Relates to siting of major electric generating facilities; provides that each electric utility corporation shall provide "portfolio management services", as defined, to all electric customers within its service territory who do not choose to receive electric capacity and power service from another provider; amends Long Island Power Authority powers to provide for such portfolio management services; amends energy law in relation to state energy planning; provides for completion of an annual energy plan by PASNY and LIPA.
