Enacts the "energy conservation and investment act of 2001"; empowers the power authority of the state of New York to provide financial assistance to reduce demand and/or consumption of energy, including fuels other than electricity in an amount not less than $100 million annually; makes provisions regarding application for such assistance; defines "financial assistance"; provides for the development of clean energy technologies; promotes the distribution of clean energy resources; requires use of clean energy technologies by electric corporations and net energy metering for wind electric generating facilities; requires establishment of clean energy initiatives. |
