Enacts "Adams Law"; requires that seat safety belts in taxicabs and liveries be clearly visible, accessible and maintained in good working order; prohibits removal of any such belt from a taxicab or livery; requires every taxicab and livery to be posted with a notice that seat belts are available for passenger use and encouraging the passenger to buckle up.
