Provides for the establishment of a New York state veterans' hall of fame, to be established and administered by the New York state veterans' hall of fame council; provides that members of the council shall be appointed by the governor and legislative leaders; provides that the hall of fame shall be initially located in the Empire State Plaza until a permanent site is located; provides that the council shall choose inductees, who shall have contributed to civilian as well as military life, in most instances; provides that Congressional Medal of Honor recipients shall be eligible for automatic induction; requires the council to submit reports.
