Renewable Energy Panel Evaluates New York's Strategy The investigation of New York's renewable energy plan continued at a public hearing held this week in the Legislative Office Building in Albany. It was to focus on various aspects of the state's Renewable Portfolio Standard (RPS). The RPS was created by a Public Service Commission (PSC) Order in 2004 in part to address increasing concerns over an overdependence on climate threatening fossil fuels. Pursuant to the order, the RPS will be funded through a 2% surcharge on electric utility customer bills funding programs administered by the New York State Energy Research and Development Authority (NYSERDA).
