gracious and merciful, we thank God Almighty for His countless
blessings, blessings of this day and this place. In the beginning of
month of Ramadan; month of past, month of relations, month of
humanity and unity, month of all mankind. We pray God Almighty
that enable those who fast. They've had the fasting of prophet Moses,
the fasting of prophet David, the fasting of Mary and the fasting of
Jesus and the fasting of prophet Muhammad. The fasting is unique to
Muslims, it's to all believers in God Almighty as a sign of obedience
towards God's teachings. We ask God Almighty to bless this
Assembly, members, staffers and their family. We ask God Almighty
to keep members of this Assembly always righteous, humble in heart,

off the day with a quote which is, Our greatest -- our greatness come

Michelle Obama who is a American attorney and author who served
as a First Lady of the United States from 2009 to 2017 being married
to former President Barack Obama.
So Mr. Speaker, may I have the members' attention so
that we can announce the schedule for the day. Members have on
their desk a main Calendar with 19 new bills. After any introductions
or housekeeping, we will take up the Calendar Resolutions on Page 3.
When we -- we will then go on consent on the new bills to the
Calendar and begin with Calendar No. 341 on Page 4. I will announce
any other floor activity as we proceed. Majority members should be
aware that there is a need for conference once we conclude our work

MR. FALL: Thank you, Mr. Speaker. I just want to
take this opportunity to thank Imam Tahir for giving the invocation
today and for also traveling from Staten Island to Albany on the first
day of Ramadan while fasting. It's not easy, but I do truly appreciate
that you're able to do that, Imam. Imam Tahir's leadership as the
Head Imam for the Albanian Cultural Center for a couple decades and
also serving as a chaplain for the New York City Police Department.
Wonderful father, grandfather, really just shows the example of, you
know, what great leadership looks like within the Muslim community
and the State of New York. And every time there's an issue in our
community, whether there's a hate crime toward a certain group,
Imam Tahir is the first one on site or dare to support that group.
During the COVID pandemic he opened up the mosque to ensure that
the mosque could be used as a vaccine site and help address any of the
misinformation issues during that time period. And just last week he
hosted his annual community days meeting with various groups to
collaborate on several initiatives to support people that are in need.
So in short, Mr. Speaker, Imam Tahir is an incredible

leader in my eyes and in our community he leads by example on how
us Muslims should be during this holy month of Ramadan, which
includes doing good deeds, giving charity, purifying one's behavior,
express thankfulness and appreciation for all we have and bringing the
diverse community together. Different things to break fast or break
bread. Of course these lessons that you learn this month should be
carried on for the following months and so, Mr. Speaker, if you could
kindly extend the privileges of the floor and today's cordialities to
Imam Tahir.

MS. ROZIC: Thank you, Mr. Speaker, and Madam
Majority Leader. Today I have the pleasure of introducing Jackie
Xouris who serves as the Clinical Director of the Cancer Services
Program in Queens. It's run out of New York-Presbyterian in Queens
in my district. The Cancer Services Program is actually a Statewide
program that offers free breast, cervical and colorectal cancer
screening diagnostic testing, referrals to treatment and case

management to eligible, uninsured or underinsured residents. This
program ensures that all New Yorkers receive routine cancer
screenings when they need them, especially those who are
disproportionately impacted by cancer. They are actually affiliated
with most hospitals. Jackie runs out of New York Presbyterian, but
has relationships with lots of different hospitals in peoples' districts.
It's my honor today to ask that we extend the cordialities of the floor
and welcome Jackie and her team. This is also -- March is Colorectal
Awareness Month and so I know that she is trying her best to get
every single resident in Queens screened and have them empowered
with the knowledge that they need and deserve to have their health be
at the forefront. I know she's on a mission and we should join her in
that mission as well.
So, Mr. Speaker, please extend the cordialities of the
floor and welcome Jackie and her team.

MR. MAHER: Thank you, Mr. Speaker. I rise today
to introduce Reverend Jim Van Houten. Reverend Van Houten came
to the Village of Walden October 16th, 1973, and served as the
Walden Baptist Church Pastor. We recently celebrated 50 years of the
Reverend serving in that capacity. Not only was he and is he still the
Pastor of Walden Baptist Church, he's also been the Chaplain of the
Walden VFW, Walden Fire Department including all of the
companies in the Walden Fire Department, the Coldenham Fire
Department, is the Chaplain of the Hudson Valley Volunteer
Fireman's Association and the non-denominational chaplain for what
is now Garnet Medical Center where he runs the No One Dies Alone
program. He's also someone who has responded to disasters in our
community.
Many years ago when I was a small child we had a
tornado hit Coldenham Elementary School and he was a first
responder that was there to make sure to be there for the families to
get them through that time period. Also, in 9/11 he answered the call
again making 126 trips down and back to Ground Zero from Orange
County taking a crew of Walden firemen and DPW personnel from the
greater Montgomery community and his list of accolades goes on and
on. Earlier today I asked him, I said, this is tremendous work, does it
feel good to do this? And he corrected me and said it is not work. It
is a privilege and an honor to serve. And that is the type of quality
human being we have with us today. He is joined by his wife Dawn,
they have two children, Rebecca and Kathryn and their friend and

fellow member of their Walden Baptist Church, Michael Lynch. And
sir, we ask you to extend all the cordialities of the floor to Reverend
Van Houten.
ACTING SPEAKER AUBRY: Certainly. On behalf

Reverend, here to the New York State Assembly and to your wife.

Kathryn Lynch, I don't often have family members joining me on the

organization that she works for which provides counseling to people
who are struggling with substance abuse. And I'm very excited to ask
you to extend to her the cordialities of the floor.

Torrez, Jose Santiago, Marquis Jenkins, Gwen Wikens, Kaze Islam,
Ken Alfer, Louise Rodrigues and Amy Peterson. So we are fortunate
to have these community leaders come up today to talk to us about the
importance of public housing in our city. I want to offer them the

know, I didn't plan to have an introduction when I walked in until I
walked in and saw my former colleague, brother and friend Ron
Thomas who is here. Ron and I first started in our work, in policy
work in the Office of Congresswoman Yvette Clarke, and so we sort
of got our stripes together. And so it is a pleasure to be able to have
him here advocating on behalf of a -- of a situation which is near and
dear to my heart since I grew up in public housing.
And so, Mr. Speaker, please extend to Mr. Thomas
all the cordialities of the floor, sir.

MR. FITZPATRICK: Thank you, Mr. Speaker. Yes,
it is March and we celebrate Irish American Heritage Month. You
know, Irish immigrants and their descendents have contributed greatly
to the growth and development of this great nation of ours. Nine
signatories of the Declaration of Independence and 22 presidents are
known to have Irish roots. The Irish are known for their passion for
liberty, their opposition to oppression and renown for their loyalty and
thus have been prominent in the defense of our nation with 20 of
George Washington's generals and a quarter of his army to be of Irish
descent. Among those is Tim Murphy who was a hero at the Battle of
Saratoga just down the road from where we stand here today. We're
also known for The Fighting 69th which became famous on the
battlefields of the American Civil War, World War I and who's Gaelic
battle cry of Faugh A Ballagh is still heard this day in Iraq and
Afghanistan. In fact, the first Congressional Medal of Honor that was
given for the current conflict in Afghanistan was awarded to Navy
Seal Lieutenant Michael P. Murphy of my hometown of Smithtown,
New York who made the supreme sacrifice for his country. The Irish
-- we also in March honor women. We honor women in the month of
March as well, and Irish American women have made their
contributions also being visionaries and trailblazers. Anne Sullivan
who famously taught Helen Keller is one such woman, as well as
crusading journalist Nellie Bly, and New York's own colonel, Eileen
Collins who is the first woman to command the space shuttle. And
this Saturday, Mr. Speaker, ever since 1762 the Irish have proudly

walked up 5th Avenue to celebrate the Feast of St. Patrick, and we
will do that again this coming Saturday. Even though St. Patrick's
Day falls on Sunday, they never March on Sundays so we'll march on
Saturday, the 16th and I want to extend an invitation to everyone to
join us this evening on behalf of myself, Mary Beth Walsh who is our
Corresponding Secretary of the American Irish Legislators, I serve as
Vice President and Pat Fahy who is our faithful Treasurer. We want
to welcome everyone tonight to the Irish Community Center, formerly
known as the Ancient Order of Hibernians or AOH Hall this evening
for our St. Patrick's Day dinner. We have -- we're counting about 200
people to attend and we have room for more. So we extend a -- a
hearty Irish invitation and welcome to you to join us this evening to
celebrate St. Patrick's over some Guinness and some corned beef and
cabbage.
So, Mr. Speaker, thank you very much for giving me
this opportunity and asking Governor Hochul to proclaim March as
Irish American Heritage Month. Thank you.

MR. K. BROWN: Thank you, Mr. Speaker, and I
want to thank everyone for wearing a touch of green today. So I want
to speak briefly on the resolution. I'm very proud of my Irish heritage
and I'm proud to be an Irish American legislator from the 12th
District. Prior to Andrew Raia serving in the Assembly, there was a
person by the name of John Flanagan, Jr., preceded by John Flanagan,

Sr., preceded by Joe McCarthy, so the lineage of -- of Irish
representing the 12th Assembly District is -- is there.
So yesterday I had the distinct honor and privilege of
emceeing the Huntington St. Patrick's Day Parade, the 90th
Huntington St. Patrick's Day Parade, and it was important to me
because it was 30 years ago that my father emceed the same parade.
My father was also a member of the Fighting 69th from Brooklyn.
And this past fall several members of the Assembly and the Senate
traveled to Ireland, 42 of us actually in total, on a trip organized by
Senator Kavanagh and Assemblymember Fitzpatrick. We had an
amazing trip. We spent three days in Belfast, three days in Dublin,
two days in Cork and two days in Killarney. And I hadn't been in
Ireland since the summer of 1991 and to see how far Ireland had
progressed in those -- those years was amazing to me. In particular,
when I was there in 1991, my brother and I were hitchhiking through
Ireland, we actually took a bus up to Belfast. Back then things were
much different. I recall going through the boundary checkpoint
between the Republic of Ireland and the -- the North of Ireland as it's
referred to, and seeing the pill boxes on the side of the road, the
checkpoints and the Royal Irish Constabulary on the side of the
roadway with Uzis in their hand. In 2024 we had quite the opposite
experience. Now, Belfast I'm happy to say is a thriving European city
due to large part, and I didn't know this before I went, I'm happy to
enlighten everyone. Due in large part to the investments made by the
Office of the State Comptroller into the North of Ireland's economy.

So we had met with several elected officials. Just to name a few, we
met with the Foreign Minister, the Consul General, two Irish senators
from the Republic and countless mayors from all over Ireland. And
what was important for me was being there on the 25th Anniversary of
the Good Friday Peace Accord. And I was very proud of the role that
the United States had played in the Good Friday Peace Accord in
particular, United States Senator George Mitchell who in my opinion
deserved the Noble Peace Prize for his work in bringing an end to the
troubles in the North of Ireland. And I'm hopeful, sir, that through the
power-sharing agreement that was established in that Peace Accord
and the longstanding peace now for 25 years that has been in Ireland,
that one day will result in the reunification of the Republic of Ireland.
Thank you for allowing me to speak on this resolution, sir.

I represent the City of Yonkers with a very large Irish American
community, and I can attest to the fact that the sponsor mentioned the

government, in development. And we look at the history of our nation
and the role Irish Americans have played, it's not only commendable,
but really it's part of our history and our accomplishments as a
country.
So I join today in thanking the sponsor and
congratulating the Irish American community not only for celebrating

each March as Irish American Month in the State of New York, but
for their continued hard work, their pride and their ethnicity and their

together to support so many in times of need. As we talk about ice
cream we talk about the importance of our small businesses also as
they provide so much to our communities.

explain my vote. A shuriken, also known as a ninja star or a throwing
star is a weapon that originated in Japan. For the past 40 years our
statutes have referred to this weapon as either a shuriken, which is a
type of a -- that sounds like a kind of pickle or as a kung fu star. Kung
fu has nothing to do with this weapon and in fact kung fu originates in
China. It's important that all of our laws properly reflect the history of
what they describe and the cultures in which things come, and so
today we make a small amendment that says that New York will be
respectful to all cultures in all that we describe. I proudly vote yes.
