gonna produce an A-Calendar of which we will take up today. After

my privilege and honor every year to host the women veterans at its
annual Women Veteran Appreciation [sic] Day in the State of New

York. And today we have women from all over the State of New
York from Jefferson County, westward all the way from Long Island.
We had more people register this year than we have ever had before,
and they have served from conflicts in Vietnam all the way to
conflicts in Iraq and Afghanistan.
If, Mr. Speaker, you would please welcome these
honorable women veterans to the Assembly floor and extend them the
cordialities of the House.

MR. RAMOS: Mr. Speaker, today I have the honor
of have -- being accompanied by an organization called Karen's Hope,
an organization that works with autistic adults and children. It does
wonderful work in our community, and it's -- it's really a lifesaver for
many of our parents who find themselves in that situation and they
advocate for people to have independent lives. We're accompanied by
Linda Rose, Regina Santos [sic], Theodore Santos [sic], Chris Santos

[sic], Nick Santos [sic], Karen Siler, Al Siler, Ryan Siler and Alex

MS. JEAN-PIERRE: Thank you, Mr. Speaker, for
allowing me to deliver this important introduction. At the end of
Session we will be taking up a resolution to commemorate the 10th
anniversary of the New York State Defenders Association Veterans
Defense Program. Today we have -- right behind me we have Susan
Bryant, the Executive Director; Natalie Brockbank -- Brocklebank,
Deputy Director; and Nancy Farrell, Director of NYSDA's Veterans
Defense Program. New York State Defenders Association founded
the Veterans Defense Program in 2014. The first program in the
nation that has the goal of ensuring each veteran has an effective
advocate in New York's criminal and family courts. The Defenders
Association identified the failure of our justice system to recognize

veterans service-related trauma and mental health conditions, as well
as the need for treatment rather than incarceration. The program
started with three employees and now has grown to a staff of four
expert attorneys, three veteran case managers and an experienced
veteran program coordinator. With the help from all of us here in this
Legislature, the program promotes representation of veterans and the
service members by providing sub -- substantial legal assistance,
mitigation and training to public defense attorneys. This training
includes education on military culture and cultural competency,
trauma informed representation, and the effects of post-trauma stress
disorder, traumatic brain injury, military sexual trauma, as well as
other conditions.
Mr. Speaker, thank you for taking the pause in our
proceeding today, and if you can recognize them and give them all the
cordialities of the floor. Thank you, Mr. Speaker.

Today I would like to welcome the Channel View School for
Research, a shining school in my district. This school has some of the
best and brightest young people on our peninsula. I would like to add,
Mr. Speaker, that this school, the Channel View School for Research,
every day they live by 15 words to live by: Respect, manners, caring,
challenges, tolerance, achievement, kindness, trust, confidence,
sportsmanship, responsibility -- can't see that one -- friendship,
community, honesty and potential. These are the words that they live
by in this school and this is their mission. In addition, Mr. Speaker,
I'm proud to share this school with my colleague Mr. Anderson, who
is a graduate of this school.
So on behalf of myself and my colleague Mr.
Anderson, Mr. Speaker, could you extend the cordialities of the
People's House and welcome my beautiful school to our building?

MR. MAHER: Thank you, Mr. Speaker. I rise today
to recognize and introduce an individual who is one of the premiere

business owners in the 101st District. James Smith started working in
1980 as a quality control technician, and in 1984 he established
Advanced Testing, Inc. And from that time he has grown his
company in so many ways to the point where they worked on projects
like the Tappan Zee Bridge and the Freedom Tower, just to name a
few. He then also established a company named Atech Center, Inc.,
and since his business has grown to multiple locations he has found it
in his heart to give back to so many philanthropic causes; people with
special needs and disabilities, and especially our veterans. Any time
there is an issue and a cause, he is on the front lines helping and
serving our community, him and his wife Nancy.
One area from a personal standpoint that I wanted to
mention was his involvement in the Orange County Chamber of
Commerce, where he met a 23-year-old mayor and decided to mentor
that individual, and that person, Jim Smith, Nancy and that
organization, they really helped me to get to where I'm at today. So he
is a great business owner from Campbell Hall in my district. He is a
great philanthropist and a mentor, and I please ask you, the Speaker,
to give him all the cordialities of the floor.
ACTING SPEAKER EACHUS: Certainly. On
behalf of Mr. Maher, the Speaker and all the rest of the members,
welcome to the Assembly. Mr. Smith, of course I know you
personally, also. I think he failed to mention all the work you do with
high school students also, with Advanced Testing. I thank you very

MR. SIMPSON: Thank you, Mr. Speaker. It is my
honor today to introduce to you the 2024 Class D State Champions
from the 100 -- sure.

MR. SIMPSON: Thank you, Mr. Speaker. It is my
honor today to introduce to you the 2024 Class D State Champions
from the 114th Assembly District, the North Warren Central Schools
Boys Basketball Team. They're here today with their coaches, Head
Coach James Cuyler and Assistant Coach Colby May, as well as their
Team Managers Joseph Bentley, Logan Coyle and Lena Scroggins.
The Cougars had a very memorial -- memoriable -- memorable
record-setting season, earning their first State Championship and
ultimately concluding their season with an overall record of 22 and 4.
I'd like to introduce the players that are here today. Semaj Cuyler,
Elijah Horge, Hunter Conger, Tyler Hitchcock, Coleman Swartz,
Killian Weyant, Daniel Madison, Isiah Tyrell, Derrick Tyrell, Rordy
Rooker, Giovanni Marrion, Joshua Colon, Austin Simione, Wyatt
Jennings, who scored a State tournament record of nine three-pointers
and was named Class D MVP; Owen Shaffer and Zachary Kramar.

Many of these young gentlemen have been on this team throughout
their time in the North Warren Junior Senior High School, including
last year when the team became regional champions and State
finalists. Over the last year they practiced their skills, worked together
as a team to overcome every obstacle they faced and have learned the
importance of teamwork to reach the pinnacle of high school sports
State champions. These men have worked diligently to be where they
are today.
So, Mr. Speaker, could you please welcome these
fine athletes to the People's House and grant them the cordialities and
privileges of the floor?
ACTING SPEAKER EACHUS: Certainly. On
behalf of Mr. Simpson, the Speaker and all the members, we welcome
the Cougars here to the Assembly floor. We know how difficult it is
to achieve a championship. Having been a former high school

an introduction to introduce to you the Hoosic Valley Central School
District and their The Odyssey of the Mind State champions. Odyssey
of the Mind is a program that teaches kids how to problem solve, how
to work together. And these fine students, two different teams were

both State champions and both qualified for the World Championships
in Iowa, where one team placed fifth and the other team placed 16th.
Mr. Speaker, would you please grant the cordialities
of the floor to these fine student academic achievers?

Ms. Lee to explain her vote.
MS. LEE: Thank you, Mr. Speaker. In 2019, a
developer purchased the parking lot across from my daughter's school.
He came into our community and said that the project was under
control and that our community was safe, including the 700 kids who
go to school across the street from the lot. It wasn't until my mom
friends and I went down to the City archives that we discovered that
this lot was the site of the largest thermometer factory in the world --

in the country in the 1800s, and the lot was deeply contaminated with
mercury. Mercury is a known neurotoxin that causes serious damage
to the nervous, digestive and immune systems, and is especially toxic
for children. We quickly organized on behalf of our children, and we
tried to get access to a technical assistance grant but quickly learned
that we did not qualify for this grant. We were left without any
resources to protect our children and to make sure that they were not
exposed to toxic chemicals. In the end, we were fortunate to have the
help of then-Manhattan Borough President Gail Brewer, who was able
to help access funding to hire an independent community monitor to
represent our community to ensure our children were being protected.
Not every community is as lucky as ours. We cannot allow an overly-
complicated bureaucratic process stop New Yorkers from getting the
representation and resources they need to protect their children from
exposure to brownfield sites. We cannot allow the safety and
well-being of our communities to be left in the hands of private
developers. This bill will help communities with brownfield sites near
schools or day cares access technical assistance grants and allow
community boards to qualify to receive these grants to enhance
community input. And, in fact, it will give them the resources,
knowledge and power to advocate for their children, and will help
hold developers accountable for the health and safety of the
communities they are building in.

as we, with the support of all my colleagues, we pass a special
legislation that designates the Tuckahoe Road overpass above the
Sprain Brook Parkway in the City of Yonkers as the Detective
Sergeant Frank Gualdino Memorial Bridge. As a Yonkers native,
police officer Frank Daniel Gualdino was born on August 8, 1969 to
Tereza and the late Francisco Gualdino. Frank Gualdino graduated
from Sacred Heart High School in Yonkers. In 1994, he joined the
New York City Transit Police Department. Upon graduation from the
Police Academy, he received the Sharpshooter Award, beginning a
decorated career of continuously fulfilling his dream and benefitting
all of those he served. In 1998, he joined the Yonkers Police
Department, adopting his desired role as a public servant for his
hometown of Yonkers. Detective Frank Gualdino's life was tragically
cut short in a collision on the Tuckahoe Road overpass over the Sprain
Brook Parkway on Thursday, December 1, 2022. He dedicated 22
years of unwavering support and service to the Yonkers Police
Department, leaving a special mark of dedication through his service
in the 3rd Precinct Traffic Court where I've had the pleasure of
dealing with him in my legal capacity, and I can attest to his
wonderful collaboration and cooperation with everyone he confronted.
And he was also very much involved with the Traffic and Motorcycle
Unit. Whether it's tackling minor tasks or monumental
responsibilities, Detective Sergeant Gualdino approached his duties
with unparalleled grace, enthusiasm and unwavering dedication.
In addition to his mother Tereza, he is survived by his

beloved wife of 28 years, Lisa Foti Gualdino; cherished children

MS. WALSH: Thank you, Mr. Speaker, to explain
my vote. So currently, the amortization period and lease period for
zero-emission school buses is 12 years. Starting in 2027, we know
that school districts will be required to start purchasing zero-emission
school buses, and they may fund such endeavors by bonding as guided

by Local Finance Law. Since the lifespan of these buses is generally
eight to ten years, and the warranties on batteries generally expire
after eight years, school districts would be paying for school buses that
they may no longer be using. Additionally, by reducing the
amortization period, transportation aid used toward zero-emission
buses would no longer run over a 12-year period, but an 8-year period,
thus not leaving school districts in a budgetary situation where they
are paying for something that is no longer being used.
I am happy to cosponsor this bill. I've been, as you --
I think most of you remember, I've been kind of begging us as a Body
to start to take some steps to help our school districts on this particular
issue. I do think it's coming out as awfully fast. Many -- you know,
there are going to be some people that are going to vote no on this bill
I think because of just generally being opposed to the CLCPA
mandate and how quickly it's coming and the overall concept of it, but
I for one think that this is an important step and it will be helpful to
our school districts and so I'm happy to support it. Thank you, Mr.
Speaker.

MR. PALMESANO: Yes, Mr. Speaker, I rise to
explain my vote. I understand the intentions behind this legislation,
this is a problem that needs to be corrected, unfortunately it doesn't
address the biggest problem, the EV school bus mandate in and of

itself. This is part of the CLCPA Green New Deal that fails to --
continue to fail to address cost, affordability and reliability. This was
passed as part of the budget with not a thorough discussion, no
consultation with any education officials, no consultation with grid
officials, utility officials on how this would work, no cost-benefit
analysis to the schools, no feasibility studies to see if this could even
be done, no safety analysis on fires. You know, we see EV scooters,
we see EV fires. When it's a school bus fire, no safety analysis there.
This is the mother of all unfunded mandates that we're passing on to
our school districts. We are not listening to our school district
officials if we're not pumping the brakes on this EV school bus
mandate, because beginning in 2027, every new school bus has to be
an electric school bus, which is wrong. And here's the hypocrisy of
this House and this Governor. We are requiring our school districts to
transition their entire fleet by 2035 but, yet, the State of New York
does not have to convert their fleet, full fleet, until 2040. Here's the
other hypocrisy of this, the State of New York has it out -- an out
clause for feasibility, it's not reliable to do so; our school districts do
not. We are making our school districts be the guinea pigs for this
experiment and it's going to be a failed experiment, it's going to be
costly.
Everyone talks about costs, the Governor talks about
500 million in the Bond Act. That's woefully inadequate. Even at the
budget hearings, Doreen Harris, Co-Chair of the Climate Action
Council, said even with the 500 million and Federal money, it's

enough to pay for 3,000 school buses. We have a fleet of nearly
47,000 school buses. This is crazy. I mean, just the cost, the one
study that came out said just the cost that replaces with electric school
buses versus near-zero emission diesel school buses is an additional
$8- to $15 billion on our school districts. That doesn't even take into
consideration the charging infrastructure that needs to be addressed,
billions of dollars and more.
ACTING SPEAKER AUBRY: Mr. Palmesano, how
do you vote please on this bill?
MR. PALMESANO: I could go on and on. I'm
going to be voting no, because we need to do more.

MS. WOERNER: Thank you, Mr. Speaker, for
allowing me to explain my vote, and thank you to the Speaker, to the
Chair of our Education Committee and to all of my colleagues for
supporting this common sense modification that brings the financing
of electric school buses back in line with the useful -- the expected
useful life of buses. Purchasing an asset, you know like if you buy a
car or a house that you don't -- you don't get a loan for longer than the
period of useful life of that asset. And having the amortization period
be 12 years for electric school buses put our school districts in a
financial pickle, which they -- which many of them raised with all of
us that they can't be paying for something that they can no longer be

using.
School buses come off the road not because of the
mechanics, but because of corrosion. We have a lot of salt on our
roads in the winter, and that corrodes the body of the bus. Every
school bus is sold with a rubberized undercoating, but many school
districts on their diesel buses further protect them on an annual basis
by applying an -- a sort of an oily substance which creeps into the
metal and protects it from corrosion. But with electric school buses,
that is not possible, that voids the warranty.
So this is an important step to make sure that we
maintain the fiscal integrity of our school districts as they approach
this transition to zero-emission buses. So again, I thank all of you for
your support, and I vote in the affirmative. Thank you.

MR. GOODELL: Thank you, sir. This is an
interesting public policy as we talk about these electric school buses
because what we're doing is we're requiring our districts to send
billions of dollars, send billions of dollars from New York to China to
pay for the batteries that power these school buses. So think about
that: 99.6 percent of all greenhouse gases are produced outside of
New York - 99.6 percent are produced outside of New York.
Thirty percent of greenhouse gases are produced in China. This is
global warming we're talking about, not New York State warming,

global warming.
So this policy says let's take billions of New York
State tax dollars and send it to the country that produces the highest
percentage of greenhouse gases. We're sending billions of dollars to
the country that produces the highest percentage of greenhouse gases,
and we think that's helping global warming? It is. It's making global
warming worse. If we want to address global warming, what we
should do is send less money to the world's largest polluter and use
those funds instead in a wise manner to have an impact here and
reward those who are making a difference here instead of supporting
the world's largest polluter.
Sadly, that's a little bit of a different story so I'm
supporting this bill which involves the planning, but we should take a
look at the larger picture at some point. Thank you, sir.

negative.
Mr. Smullen to explain his vote.
MR. SMULLEN: Thank you, Mr. Speaker, I rise to
explain my vote in the negative. There is no such thing as a
zero-emission school bus. The electricity that powers the battery must
come from somewhere, and ultimately it's provided by the burning of
some substance to do so, it's just a fact of physics. I understand the
sponsor's intent behind this bill and I appreciate the idea of softening
the zero-emission school bus mandate, but I can't support it because it
cuts across the grain of all the rural areas that I represent. This is a

matter of rural equity. Forcing rural school districts to buy buses
before their old technology has been made obsolete is -- is grossly
unfair. If the State is wanting to do this, then the State should fully
fund this program so every school district is being forced to buy a,
"zero emission" school bus should do so at the expense of all the New
York State taxpayers from around the State, all 20 million citizens
ought to bear the burden, not the small central school district in the
Adirondacks or the Mohawk Valley who cannot afford it. These
communities are being bled dry with State taxes, we're the highest
burdened tax rate in the nation, and this is just adding another layer
onto it that they can ill afford.
So like I said, despite the -- the good intentions of the
sponsor, I cannot vote for zero-emission school buses for my school
districts. Thank you, Mr. Speaker, in the negative.

MS. WOERNER: Thank you, Madam Speaker, for
allowing me to explain my vote. A number of years ago we created
the Historic Small Business Registry as a part of Parks, and then we
expanded it so that each of us could -- could nominate up to ten
businesses to be part of this Historic Registry. You know, one of the
things that I hear a lot as the Chair of the Small Business Committee is
that we don't do enough for the businesses that have located here,
operated here, survived through challenges here, and this is just one
small way that we can help them. By incorporating the businesses
that have been nominated to the Registry as businesses that have
survived for 50 or more years here in New York and thrived here, that
they are -- they which create a sense of place in communities could be
incorporated and highlighted in the "I Love New York" promotional
campaigns.
So I want to thank you all for your support and thank
the Speaker for allowing us to bring this bill forward, and with that I

High School Varsity Wrestling. And so joining us today are the Plain
-- Plainedge High School Varsity Wrestling Team. They're coached --
they're coached by Rob Shaver, Matt Rich and Andy Rakitzis. This
has been an amazing team. They have worked extraordinarily hard all
year long to get to this position. They won in January in a
championship match against Minisink Valley. It was a great
match-up, a lot of excitement throughout the whole tournament. And
I especially appreciated that at the end of the match, the coach for the
winning team who we're honoring today said of his opposing team,
"Minisink Valley is a great program. I'm just happy to see our
improvement throughout the season." Incredibly accomplished
athletes joining us. They are here on behalf of our members John
Mikulin and Jake Blumencranz.
So if you would welcome this championship high
school wrestling team to our Chambers from Plain -- Plainedge High

MR. BORES: Thank you, Mr. Speaker. Mopeds are

already required to be registered in New York State, but they very
rarely are. When my office put out a micromobility report last year
focused on New York City, we found that less than 5,000 mopeds
were registered in all five boroughs, total. And I don't know how
many there actually are on the streets of New York, but anyone will
tell you that's a huge underestimate. The one fact we do know is that
NYPD seized over 13,000 illegal mopeds last year alone, and another
4,000 in the first three months of this year. So this system is working
for absolutely no one. You have people who are intentionally dodging
the law and, therefore, having no enforcement. And you also have
dealers that are claiming these vehicles are street legal and then setting
up immigrants to have their mopeds seized at a loss -- personal loss to
them.
So this bill requires that all mopeds are registered
before you leave the store, the same way we already treat ATVs, so
that we can start to get a handle on this problem and make sure that
everyone's treated fairly.

individuals are commissioned officers and they're in uniform like our
other veterans, they are all non-combatants and there are no enlisted
members. So there is a distinction between this group and veterans
who face life and death on the battlefield or that potential.
So I know a lot of my colleagues will be supporting
it, but I do think there's a difference between veterans who are facing
combat and those who are non-combatants, as is this branch. So I will
be voting no, but I certainly understand and appreciate their service
and the fact that they are considered part of our military. Thank you,

MRS. PEOPLES-STOKES: Thank you, Mr.
Speaker, for the opportunity to interrupt our proceedings on the floor
today to introduce a group of young men scholars from all over the
State of New York. As was mentioned earlier when we had two
gentlemen who had to leave to get back to their home districts in
Yonkers, this is a graduating group of young people who are in our
Capitol today, this is the other one-half of them. There's another half
coming later. But it's important to note, Mr. Speaker, that in 2014
President Barack Obama started this initiative of My Brother's Keeper
for an opportunity to feed in young men of color across the nation, and
in 2016 New York State had to come up with its process of how it was

going to implement that through our State Education Department. So
myself and a few other people -- I represented the Assembly, by the
way, under the leadership of Lester Young who was the Chancellor of
the Board of Regents -- went all over the State to different colleges to
put together the framework for this initiative that's been going for a
few years and having an enormous result. In the beginning, Mr.
Speaker, this was five districts including the Big Five. And now we're
from -- everywhere from Middletown to Yonkers to Dunkirk to East
Ramapo, Elmont, Staten Island and Ossining. Over an entire state
these young men are from.
So I would appreciate if you could offer them the
cordialities of the floor, welcome them to our Chambers, and a
particular welcome to the two young men who are from the great City
of Buffalo; Damill Hill [phonetic], Michael Huntley, Emery Oaks and
Robert Proctor. Thank you, Mr. Speaker.

my colleagues, to briefly explain my vote. I just want to commend the
sponsor on this important legislation. This House continues to take
steps to move our numbers in the right direction, but let's have a
reminder that right now in New York State we have nearly 8,000 New
Yorkers on the -- the transplant list; 1,100 have been waiting for more
than five years. Let's also remember, there's 52 registries across our
states and territories; New York's number 50 out of 52. New York has
the third-highest need for organ donors, but the third-worst donor
registration rate. And sadly, last year we lost nearly 400 New

Yorkers, men, women and children, waiting for a lifesaving organ
transplant. But probably the most important statistic that we should
all remember and take away when we see this legislation, one person
who donates at the time of their death can save up to eight lives and
impact the lives of 75 others through organ donations.
So let's continue to pass commonsense legislation to
increase our organ donation numbers. Let's improve the numbers and
let's work together and let's save lives. So I vote in the affirmative.

Speaker, for allowing me to interrupt our proceedings for the purposes
of introducing another group of fine scholars from across the State of
New York. These are mostly from the districts of our colleagues Mr.
Jacobson and Mr. Eachus. They are, along with their teachers and
administrators, members of the 2024-'25 My Brother's Keeper
initiative that, as you know, was started in 2014 by President Barack
Obama, and New York met the challenge of being able to apply and
receive the resources to help provide these services in 2016.
So with us today, Mr. Speaker, from Newburgh, we
have Phil Howard, who's the school board member; Dr. Richard
Brown, who is the health science teacher; Dr. Kirsten Brown, health
science teacher; and Mr. Robert Pointsetta (phonetic) who is a career
tech. The students that are with them: Tyson Hill; Matthew
Patterson; Hanef Imam (phonetic) and Davon Cameron (phonetic).
The other district is from Poughkeepsie. We have Da'Ron Wilson,
Administrator of Poughkeepsie School District and the City of
Poughkeepsie Council Chair; and Jason Conrad, a guidance counselor
from Poughkeepsie High School. With them they have Isaiah
Williams; Peter Seeley (phonetic) and Abas Natada (phonetic) and
Kamari Harden (phonetic).

MR. GOODELL: Thank you, Mr. Speaker. Under
present Civil Service Law, if a municipality determines that an
individual can't perform their duties because of a disability that's
unrelated to Workers' Comp, that employee can be placed on leave
until he has the physical ability to do his duties. If the employee
disagrees with that determination, they can ask for a hearing officer,
and a hearing officer is appointed and after a hearing, the hearing
officer makes a recommendation. And if the municipality agrees with
it, they accept it, but the final determination is made with the
municipality. This would change it not just for the State of New York

but for every municipality across the State of New York and would
say no longer would the foreman or the mayor or the county
executive, or the town supervisor have the final decision, it instead
would be placed in the hands of an unelected hearing officer. And
that's a huge change in the responsibility in the working relationship
between a boss and an employer and the employees. And what it
ignores is the reality of the fact that if you're in a small municipality
and you're in the highway department, you know through your daily
experience that a person can or cannot do their work. And a hearing
officer only looks at papers and only hears what people say. And so
the final decision on whether or not a person can do the job for the
taxpayers that they're paying for should be made by the appointing
authority, not someone who might not even live in that district, never
work on that work crew, have no personal knowledge, was only
brought in to make a recommendation.
For that reason, I cannot support this. It has huge
ramifications across the State and it disrupts the employer-employee
relationship. Thank you, sir.

MR. PALMESANO: Yes, Mr. Speaker. I can
understand, appreciate the sponsor's intention behind the legislation,
but it's missing the underlying problem with the CLCPA. It's going to
crush businesses, it's going to crush residents with higher costs,
construction costs, conversion costs. The fact of the matter is when
you talk to businesses, you talk about energy policy. They want two
things; affordability and reliability. Unfortunately, this House and the
Second Floor continues to ignore that because they continually ignore
the cost and affordability of the Green New Deal, they continue to not
address the reliability issue with the Green New Deal. They also don't
address the safety issues that we talk about with the child mining in
the Congo or the water pollution that's happening in African countries
mining for lithium. It's one thing after another, and when we have a
business advocate, what are they going to be able to do? What can
they specifically do to help? The fact of the matter is if we do nothing
with our emission methodology, we have cap and invest, you don't
want accountability of an up and down vote or what they're going to
put down on the ratepayers. Prices at the pump based on your
numbers are going to increase $0.63 a gallon for New Yorkers, natural
gas and home heating costs are going to increase 79 percent. This is
on top of the fact the PSC last year approved $43 billion in future
ratepayer increases to meet the climate goals and mandates that's
coming out of this House.
So it's just one thing after another, and then we have
school bus mandate -- we certainly talked about the school bus

mandate, the electric school bus mandate, the mother of all unfunded
mandates, which is not even talking (inaudible) in the bill is that
Shenendehowa superintendent says it's going to cost their property tax
payers $30 million to put in a substation. That's borne by the property
taxpayer. Horsehead said $10 million but, yet, our Upstate ratepayers
are paying for renewal -- renewable energy projects that have to bring
power Downstate when 90 percent of our emissions Upstate are
emission-free. Downstate and New York City -- and Downstate is 90
percent fossil fuel because we decided to take Indian Point reliable
clean energy offline. It's just bad policy after bad policy. And at the
end of day, it's not going to make a difference in global emissions
because New York's 0.4 percent of global emissions, China's
30 percent, has 1,000 coal plants and building more every day.
So I don't agree with President Biden on anything
probably, but I do agree with him when he said if China's not with us,
we're wasting our time. My colleagues, we're wasting our time. I vote
no.

it creates within the Division of Small Business an obligation to do

two things: One, to be an advocate for small businesses in the
development of policies and regulations stemming from the CLCPA,
and then secondly to provide guidance and assistance to small
businesses in complying with the requirements of the CLCPA.
So this is a -- this, I think, is a common sense way for
us to ensure that the voices of small businesses are heard in the
regulatory process, as well as that we make sure that small businesses
have some great assistance to help them meet the climate goals that
we have laid out in the CLCPA.
So again, I thank you for your support and with that, I
vote in the affirmative.

want to, you know, thank the sponsor for sponsoring this piece of
legislation to renew it for another five years. I can tell the difference
between driving in and around Albany than I can in my own

community, which is the City of Buffalo, which does not have this
sort of assistance. And in all honesty, I literally sit sometimes at my
light that changes green and I'm still seeing people go through the
intersection. And so I know that there are a lot of people who feel like
they can implement this sort of thing, it's a municipal money grab, and
some people are going to get charged more than others, and it's only
targeted to certain neighborhoods. What it's targeted towards is
getting people to drive safer. And we do have a lot of new drivers,
younger drivers, and sometimes it's really easy to think you can make
it through that yellow light before it turns red on the intersection, and
you can't because you're supposed to follow driving rules, which
means when you see a yellow light you should slow down because it's
getting ready to turn red. And honestly, I think that this is the way to
bring people back in line and practicing good driving habits. So
again, I commend the sponsor and look forward to supporting this
piece of legislation.

products to pay their taxes at the end of the year rather than pay them

quarterly like every other business; in fact, most law businesses --
most other lawful businesses - I guess this is a lawful business, too -
most other lawful businesses pay monthly and sometimes even have to
pay when they buy the product and not when they sell the product.
And so maybe it seems that we ought to treat those who sell cannabis
in the same way that we treat all the other private businesses on the
same basis, and so that's why I'm opposing this. Thank you, sir.
